Talkshow “Management” for Law students

Within the framework of the Youth’s Budget project funded by the US Department of State through the Young Southeast Asian Leaders Initiative, it works to raise awareness and promote the engagement of students and young people in Ho Chi Minh City in public administration in general and the state budget in particular. The talkshow was jointly organized by the Center for Development and Integration (CDI) as the project sponsor, and the Open University of Ho Chi Minh City on Sunday morning, August 1, 2021, on the Google Meet platform.

The talk show with the topic “Good Management” attracted the Law students of Open University HCMC to join. The show had the participation of Attending speakers Ph.D. Nguyen Sy Dung – former Vice Chairman of the Office of the National Assembly, Master Nguyen Quang Thuong – Deputy Director of CDI Center for Development and Integration, and lecturers of Law Faculty in OUHCM.

The three main topics were discussed. The first one was Good Management and Good Management on Viet Nam, which was about concepts and core values of Good Management, the achievements and challenges of Good Management in Vietnam from after the Doi Moi to now, and the role of Youths in promoting the Good Management. The next part was the principle of Good Management to be understood and applied in Government Budget management. The last was related to the tools for public and transparent budget assessment according to domestic and international practice.

In the beginning, Mr. Nguyen Sy Dung, former Deputy Chairman of the Office of the National Assembly, highly appreciated the role of good management. He believed that good management helps the country and society develop prosperously, fairly, and justice. He introduced the concepts of good management, the requirements for good management, the opportunities for good management that come from the digital era, and its implications in Vietnam.

After that, Mr. Nguyen Quang Thuong, representative of the Center for Development and Integration CDI, presented the three pillars of publicity and transparency of the state budget. The basic concepts of the state budget; legal regulations on budget disclosure in Vietnam such as OBI, MOBI, and POBI; the responsibility for feedback in state budget management. He wished that CDI would continue its efforts to promote transparency in public governance in Vietnam; and received support, companionship, and participation from the people in this process.

MSc. Nguyen Quang Thuong shared the principles of Good Management, and tools for a public and transparent evaluation of the budget.

The last part of the program was Q&A. Students asked and discussed directly with the presenters. Some hot issues attracted students such as how to make the community engagement effective, donor organizations’ contributions to good management, state budget management, transparency in bidding, how international practices have been applied in Vietnam, etc. Through sharing and in-depth analysis, students strengthened and expanded their knowledge in the field of economic law.
